
On an international scale, states have committed to mobilising the resources necessary to respond relevantly and effectively to the pandemic and its consequences. This reaffirmed willingness on the part of the States is indicative of an adequate level of determination to attain the fixed goals. However, much still needs to be done to accomplish these goals within the dates set.
In Africa, along with the Declaration of Commitment made during the Declaration of the Special Session of the United Nations General Assembly on HIV and AIDS (UNGASS), the Millennium Development Goals (MDG), and the Millennium Development Goals + 5 African States have, in the Abuja Declaration of 2001, and in the May 2006 Extraordinary Summit of the African Union on HIV and AIDS, tuberculosis and malaria in Abuja, reaffirmed their will to dedicate 15% of their budget to health issues. This goal too is far from being achieved.
Franciscans International, under the direction of the Ecumenical Advocacy Alliance, is conducting an international campaign entitled Stop AIDS – Keep the Promise (2005-2010). This campaign aims to mobilize necessary resources and to remind the different actors of their responsibilities. It seeks to ensure that governments and international organisations fulfill their promises and commitments to respond effectively to the HIV and AIDS pandemic.
The campaign calls upon individuals, religious leaders, confessional organisations, governmental and non-governmental organisations, and governments to mobilise, engage themselves, and make strong efforts to make available the resources necessary to combat HIV and AIDS.
